Juan Miguel is currently in charge of Product Marketing, Brand and Communications at Councilbox. Telecommunications Engineer and MBA, he has a more than 20 years background in telco and ICT industries, as product marketing and go to market manager. As an entrepreneur he has experience in marketing and sales consulting as well as startup leadership in B2B2C.
Efrén De La Fuente
PMO Manager
Efrén is currently the PMO Manager at Councilbox, although he also serves as project manager at EVID. Computer engineer with a branch of Information Systems and a team management specialty, as well as different certifications in the area of project management such as Scrum Management, Product Owner Certified or Prince2. More than 13 years of experience in the ICT sector, the last 5 in project management area.
Councilbox is a Spanish startup founded in 2015 with the aim of improving people’s relations with entities, through technological solutions that allow citizens to conduct meetings subject to regulations and administrative procedures in a simple, secure and assisted way, from any place and device. We developed a proprietary Blockchain technology that allows end-to-end traceability of everything that happens at these meetings. In 2020, the Ministry of Justice of Spain selected Councilbox as the provider of its Virtual Desktop for Digital Immediacy (EVID). Since then, we have been working closely with the Ministry to develop a service tailored to their needs.
Luis Miguel García Rubio
Provincial Coordinating Secretary of Palencia
Legal adviser to the Administration of Justice since 2003. He belongs to the first category of the Justice Administration Corps and has been assigned to judicial bodies such as the Sixth Section of the Provincial Court of Las Palmas and the Criminal and Penal Court No. 23 of Madrid. He currently holds the post of Provincial Coordinating Secretary of Palencia, with responsibility for the organization of 240 justice officials. He has implemented the electronic judicial file in his province and has participated in the preparation and development of the first robotized judicial file of Justice – aimed at procedures for the review of support measures for people with disabilities. Professor of numerous courses for Security Forces and Corps as well as for civil servants. Tutor of Civil and Commercial Law and Civil Procedure at the School of Legal Practice of the UNED. Author of the publications ‘Good practices in telematic trials. Current regulation and new challenges’, Center for Legal Studies 2021 and ‘New technologies at the service of citizens in the Administration of justice’ General Council of the Judiciary 2022.
Spanish Ministry of Justice
The Ministry of Justice (MJUS) is the department of the Government of Spain responsible for preparing and carrying out the government policy in order to bring the legal system off, specially in criminal, civil, commercial and procedural law affairs, supporting the Administration of Justice and the legal and international cooperation. The MJUS is headed by the Minister of Justice. The Minister is assisted by three main officials, the Secretary of State for Justice, the Under Secretary of Justice and the Secretary-General for Innovation and Quality of the Public Justice Service. The Solicitor General depends from the Minister. The present incumbent is Mrs. Pilar Llop.
Vicente Delas
Head of Justice Service Delivery in Spain
Vicente Delas holds a Master Systems Engineering degree from the Polytechnic University of Valencia, having complemented his academic training with doctoral courses in computer science. With more than 35 years of professional experience in the ICT domain – over 20 in digitalization of Justice – he is currently the director of the Fujitsu center of excellence (CoE) for the digital transformation of justice. The CoE delivers business consulting, technology for implementation and customer services. The Arconte suite of products aimed at advanced judicial recording and legal medicine, and the AstreIA family of products are also part of the CoE scope.

Joe Palmer
Chief Product & Innovation Officer
Joe joined iProov as employee number two. As Technical Director, he was responsible for building the prototype of iProov’s Flashmark technology. He then relocated to the US in the role of President of iProov Inc to set up iProov’s Americas’ operation. Joe now heads the Product and Innovation Team, extending iProov’s Genuine Presence Assurance® technology to new use cases and industries, as well as enabling customers and partners to meet emerging requirements. Before iProov, Joe co-founded SoftForge in 2008, where he successfully delivered large web-based e-commerce and secure information solutions for the NHS and Shell. Joe holds a degree in Computer Science from University College London.
iProov is the world leader in online facial biometric authentication, working with governments, banks and other enterprises to securely verify customer identity. Used for effortless onboarding and authentication, customers include the U.S. Department of Homeland Security, the UK Home Office, the UK National Health Service (NHS), the Australian Taxation Office, GovTech Singapore, Rabobank, ING, and others.
Erik Guoqiang Li
Director of R&D
Dr. Erik Guoqiang Li is the director of R&D and one of co-founders at Mobai AS, Norway. He obtained his PhD degree from Norwegian University of Technology and Science (NTNU) in 2016. Since the start of his PhD program in 2012, he has participated in four European Commission funded projects (FIDELITY, PIDaaS, SOTAMD, iMARS) as well as leading several research projects funded by the Research Council of Norway. He has been working on various research topics in the field of biometrics: fingerprint recognition, face recognition, biometric template protection, behavioural biometrics. He also works as an adjunct research fellow at NTNU.
In Mobai, we secure and simplify user experiences and prevent fraud using AI and biometrics. Csaba Nagy-Amigo has graduated at the Budapest University of Technology and Economics as an Electrical Engineer. He specialized in high bandwidth communication and designing electrical equipment’s. He started his career as a hardware and embedded software developer then turned to the business development and building & leading specialized teams.
