Aleksandrs Cepilovs

Research Officer

Dr Aleksandrs Cepilovs is a research officer at the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) and a research fellow at Tallinn University of Technology, where he obtained his PhD in Public Administration/Technology Governance. Previously he has worked as a research fellow and project manager at Tallinn University of Technology and was a civil servant in Latvia.


Eu-LISA

The European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) was established to provide a long-term solution for the operational management of large-scale IT systems. The Agency currently manages Eurodac, the Schengen Information System (SIS) and the Visa Information System (VIS). Further to these, eu-LISA is developing the Entry/Exit System (EES) and the European Travel Information Authorisation System (ETIAS). These systems and the pre-existing ones are being built/adapted to ensure Interoperability – improved access to information stored in EU information systems and identity management at an EU level. In addition, the Agency’s portfolio has been enlarged within the justice domain: with the development of the European Criminal Records Information System – Third-Country Nationals (ECRIS-TCN), the management of e-CODEX and the development of the Collaboration Platform for Joint Investigation Teams (JITs).



Ms Agnès Diallo

Executive Director

Agnès Diallo has over 20 years of experience supporting government-level institutions and private sector organisations in France and across Europe in the areas of digital identity, data protection, security, as well as business transformation. Before joining eu-LISA in 2023, as an Executive Vice-President and a member of the Executive Committee at IN Groupe – a European leader in digital identity solutions -, she was in charge of the Group Business, Performance and Strategy (2021-2023), and Digital Identity and Services (2019-2021). Agnès has also held a number of senior management positions with global IT company ATOS and was an Associate Principal with McKinsey & Company for over 10 years. She holds a degree in Political Science from the Institut d´Études Politiques de Paris, a master´s degree in Business Administration from Essec Business School and a master´s degree in Public Administration from Harvard University.

Philippe Roseel

Director Internal Support and International Relations

Philippe Rosseel graduated with a master’s degree in law at the University of Antwerp in 1983. One year later, he joined the Belgian Ministry of Interior and was subsequently responsible for crime prevention, security and police organization and HR management. Since 2002, he has been responsible for coordinating the international policy of the FPS Interior and since 2013 he also heads the internal support service, of which international coordination is a part. He is responsible for the general coordination of the current European Presidency of the Council within Home Affairs and is co-chair of the IXIM Working Party.


FPSBE

The FPS Interior, formerly the Ministry of the Interior, is a Federal Public Service of Belgium. The FPS Interior is responsible for guaranteeing the rule of law, the registration and identification of natural persons, the immigration policy and for guaranteeing public order and safety.



Georgii Dubynskyi

Deputy Minister in the Ministry of Digital Transformation of Ukraine

Georgii Dubynskyi holds the position of Deputy Minister in the Ministry of Digital Transformation of Ukraine. His main areas of responsibility include the development of cyber defence, digital security technologies and robotics. Mr Dubynskyi has been an expert on international S&T cooperation for more than 20 years. His previous experience of work in the National Academy of Sciences of Ukraine, the Ministry of Economy of Ukraine, the MFA of Ukraine, the Ministry of Education and Sciences of Ukraine, the National Security and Defence Council of Ukraine, Mission of Ukraine to the European Union, Embassy of Ukraine in the USA allows him to use his skills as well as his wide contacts with governmental agencies, research institutes, universities, NGOs, industrial companies and ministers both in Ukraine and outside to arrange international cooperation.

The Ministry of Digital Transformation of Ukraine, established in 2019, is at the forefront of the country’s digital revolution. Under the leadership of the Vice Prime Minister for Innovation, Education, Science and Technology – Minister of Digital Transformation – Mykhailo Fedorov, the Ministry has set ambitious goals to modernize Ukraine’s infrastructure and services. The Ministry is pioneering a “state in a smartphone” approach, allowing Ukrainians to access government services through a mobile app (Diia) and online portal. The Ministry’s work is even more crucial now. The illegal Russia’s invasion underscored the importance of technology, even on the battlefield. The Ministry ensures critical services keep running, maintains secure online communication channels, and actively supports Ukraine’s defence. One of the key initiatives is the “Army of Drones” project which provides much-needed drones to the war effort.

Manuel Mateo Goyet

Deputy Head of the Cloud and Software Unit

Since 2019, Manuel Mateo Goyet is the deputy Head of the Cloud and Software unit at the European Commission, DG Connect. Before that, he served as Member of the Cabinet of Commissioner Gabriel advising her on questions of copyright, audio visual, disinformation, high performance computing, digital skills, and eHealth. Manuel Mateo joined the Commission (DG INFSO/CONNECT) in 2006 where he held several positions, including that of Assistant to the Director General, and of deputy Head of Unit dealing with inter-institutional relations. Prior to joining the Commission in 2006, Manuel gathered an extensive experience of industry by working in the private sector in Belgium, France and the Czech Republic. Manuel Mateo holds a degree in mechanical engineering from the Free University of Brussels, a MBA in European Management that got him travelling through Spain (Deusto), France (Audencia) and the United Kingdom (Bradford Management Centre) and a Master in Political Sciences from the Free University of Brussels.


DG CONNECT

The Unit is a centre of competence for Cloud and Software and is leading on the implementation of cloud policies and relevant elements of the European Data Strategy. It aims at promoting the wide uptake of cloud services by enhancing trust and confidence, notably through interoperability, data-portability, data protection and security. Under the EU Industrial Strategy, the unit has put in place the European Alliance on Industrial Data, Edge and Cloud which aims to shape the next generation of secure, low-carbon and interoperable cloud and edge services and infrastructure.



Uku Särekanno

Deputy Executive Director for Information Management and Processes

Frontex Deputy Executive Director, responsible for the administration and information management, including ETIAS Central Unit. Former Deputy Director General of the EE Information System Authority and Director of Law Enforcement and Criminal Policy in the EE Ministry of Interior. During 22-year-long career has worked in senior level positions in the Estonian public administration and European Union institutions.


Frontex

Frontex, the European Border and Coast Guard Agency, supports EU Member States and Schengen-associated countries in the management of the EU’s external borders and the fight against cross-border crime.



Jakub Mayer

Acting Head of Digital Solutions Operations Department

Jakub Mayer is the Head of Platforms and Infrastructure Unit and the acting Head of Digital Solutions Operations Department at eu-LISA. He has been working for eu-LISA since 2012. Jakub has almost 20 years of experience in operational management, design and development of large-scale IT systems, IT infrastructure and networks in various roles. Before joining eu-LISA, he was working for the European Medicines Agency and for an international pharmaceutical company. Jakub has a master degree from the Czech Technical University in Prague.

Joris Vankeerberghen

Acting Head of Digital Solutions Operations Department

Joris Vankeerberghen is the Head of the Smart Hosting Platform Sector at eu-LISA, overseeing in-house and cloud platforms. With 10 years at eu-LISA in various infrastructure and platform roles, he brings a wealth of experience to his position. Previously, Joris worked in the banking sector, specializing in network technologies. His extensive background supports his efforts to innovate and optimize IT systems for the EU public sector. Joris holds a degree in electrical engineering from the University of Leuven, Belgium.

Over the last couple of years, he specialized in cloud scale operations and governance, and is currently the local representative of the Microsoft Cloud for Sovereignty engineering team.
