Head of Cyber Security Operations Sector, eu-LISA
Geoff is Head of the Cyber Security Operations Sector in eu-LISA and brings to the game more than 30 years of experience in the field, ranging from the military, IT, industry and the EU JHA area.
The European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) was established to provide a long-term solution for the operational management of large-scale IT systems, which are essential instruments in the implementation of the asylum, border management and migration policies of the EU. The Agency currently manages Eurodac, the Schengen Information System (SIS) and the Visa Information System (VIS). Further to these, eu-LISA is developing the Entry/Exit System (EES), the European Travel Information Authorisation System (ETIAS) and the European Criminal Records Information System – Third-Country Nationals (ECRIS-TCN). These systems and the pre-existing ones are being built/adapted to ensure Interoperability – improved access to information stored in EU information systems and identity management at an EU level. The Agency is also in the process of integrating e-CODEX into its portfolio.

Dr Apostolos Malatras
Team Leader Knowledge and Information, ENISA
Dr Apostolos Malatras is the Team Leader for Knowledge and Information Team at the EU Agency for Cybersecurity (ENISA) where he is in charge of emerging technologies cybersecurity, threat landscapes and foresight. Apostolos has been a Cybersecurity Expert at ENISA responsible for many projects, including Artificial Intelligence, Internet of Things, Industry 4.0 and Smart Mobility. With more than 15 years of experience in the industry, academia, and the European Commission, Apostolos has a broad experience in managing and securing network infrastructures and connected and intelligent devices. He is the author and co-author of more than 60 research papers and scientific reports and regularly gives presentations on various international fora.
EC3, the Cybercrime Centre of Europol, is involved in many high profile operations and operational support deployments. The centre focuses on cyber dependant crime, child sexual exploitation, payment fraud. The support provided extents also to tackling criminality on the Dark Web and alternative platforms. EC3 offers operational, strategic, analytical, and forensic support to Member States’ investigations. In 2023, EC3 will celebrate its 10th anniversary.

Mr Emmanuel Kessler
Head of Prevention & Outreach in the strategic Unit of EC3
Emmanuel Kessler has joined Europol in 2020, as the head of the team in charge of Prevention@ Outreach in EC3, the cybercrime centre of Europol. His team covers a large scope of activities as outreach, public private partnership, prevention & awareness, cooperation with external and EU partners. Previously, in 2017, he became the head of staff in the national cybercrime unit in France (OCLCTIC). He was in charge of international cooperation and EU matters, operational coordination. He started to work on cybercrime in 2011, being in charge of cyber cooperation in the Department of international cooperation (DCIS) of the French Ministry of Interior, after 10 years dedicated to bilateral cooperation on security matters.

Mr Luca Zampaglione
Head of Security Unit, eu-LISA
Dr Luca Zampaglione has experience in serving the Italian National Police and matured a long international experience at the European Law Enforcement Agency EUROPOL and NATO HQ in Brussels, covering various roles in the field of information security, with focus on distributed large scale sensitive/classified IT systems. Luca is currently working as the Security Officer and Head of Unit Security of eu-LISA, being responsible for information and cyber security of the HQ in Tallinn (Estonia) and of the Data Centres located in Strasbourg (France) and Sankt Johann im Pongau (Austria).
